Does anybody prove that he got a wrong ticket for parking in NY?

Question:
I got a ticket for parking in a bus stop. but it wasn't bus stop. ther was bus stop, then pedestrian croswalk and then space for parking for cars. When I saw ticket it was a 5.30 pm and ticket was on 4.30. At that same moment there was a police oficer (who was giving a tickt to the outher cars) whom I ask why they give me this ticket. he sad that thiket is wrong, but he is not responsible for that. then I ask him to become a witnes in a court and he sad that he will not be witnes.(? isn't it strange?) becase he saw our car at 5.30 and ticket is posted on 4.30
How can I prove that they was wrong. it is happening with me second time in NY. I think they just doing this becouse they see that car is not from NY so we will not come to court. And it seems true becouse just for going to NY we must spend about 40$ and then be out of work for that they. so most people just will pay it.
