Also replacing a very old 2 barrel with a new 4 barrel can help as you are taking advantage of 20,30 or more years of technology. Usually the intake is replaced too and newer manifolds make more efficient use of fuel. So if you drive conservatively in this situation it is very possible to get better mileage. But then who drives conservatively?
I had a 76 mustang with a 302 that i replaced the old 2 barrel 250cfm carb and intake with a new holly intake and an edelbrock 625cmf carb. I got way better mileage, untill i stuck my foot in it that is.

a 4 barrel may get better milage than a 2 barrel especially if you get a good 4 barrel with a performance intake. Just keep the secondaries closed(keep your foot out of it) and it should be close if not better.
