Specifically, I drove a Ford Mondeo with a turbo diesel engine that I really liked, I also drove a Opel Astra that was pretty nice, with a 6 speed manual transmission. Can an individual import these cars for personal use in the US.

Not really ... It's because our emissions standards are different here in the U.S. In Europe before exporting vehicleshere to the U.S. the manufacturers have to set up the vehicles
with pollution equipment that meets our guidelines. It would be cost prohibitive for an individual to import a European vehicle and then retrofit emissions equipment to the particular vehicle. Those vehicles that somehow get through without retrofit are called "Grey Market" vehicles. and for the most part are not allowed to be sold until they meet our standards.

As long as the vehicle meets US safety and emissions requirements. But considering all the high emissions vehicles that we have here in the US, you should be able to get it here, no problem! The problem would be paying to have it imported here.
