Tom Tom speed difference?

My Tom Tom shows about 10% difference in speed to what I am actually doing. i.e. Car says 77, Tom Tom says 70, does anyone know which is likely to be correct and also why it is different in the 1st place

police in the uk allow a 10% margin of error for speedometer's so they are not always that accurate anyway. plus if the car is modified in some ways, then that could affect it, say if you got different wheel size from spec
