Is there a website where I can study for a Nebraska learners permit?

If you live in an area that sees snow, get a set of snow tires. Well worth the money.

Which travel trailers makes and models are low quality ?

for snow, get studded snow tires(if legal where u live) and add some weight like sand bags in the trunk for better traction and just drive slower

What is your method of getting to and from school?

The best thing to do aside from having proper snow tires is to ad weight over the rear axle. Usually 3 or 4 bags of salt or sand is plenty. If you are driving a pick up be sure to secure the sand and keep it over the rear axle.
In a truck you need to have some sort of frame to keep the weight centred over the rear axle. If you don't, and you start to spin the truck will want to spin worse; think of spinning a bucket of sand in a circle above your head, after you stop spinning the bucket it will try to continue spinning
