A Hybrid car refers tot the fact that it uses gas and an electric motor to drive. When it's just sitting at a light the car is being run on battery power alone so it is not using gasoline and producing emmissions. When you need the motor to run it only runs for short time periods to either charge the batteries back up or to like merge onto a freeway. It's main selling point is the great gas milage and reduced emissions.
