Use a power washer on the bottom.
Scrape the barnacles.
Sand the bottom to get a smooth surface.
Decide what kind of water you sail in and get the right kind of bottom paint.

If you have to remove much old bottom paint, Peel Away works well but still requires sanding. If you use it , you need to reseal the fiberglass.

If you have your parked on a trailer or in a storage area you would likely need to get some scaffolding to hold it up by the side rails.
Then I guess the next step would be to clean the boat's underside and properly prepare it for a waterproof paint to spray on. I recall reading that you would have to strip the old paint off and spray an adhesive on then add the water proof coat in severals coats to a assure a tough protective shell and then put your master colors and designs over the second to last layer and paint if with a clear coat to keep from losing your personalized design.

it depends on if its fiberglass or not if it is its a hard thing to do you need to get it out of the water on some scaffolding maybe go to your local marina they can do that for you...if it has been painted before then you just need to scuff up the fiberglass but then you can only paint the bottom of the boat with a paint that is specificly desined to stay in water...you might have to special order this...regular paint doesn't work its not desined to stay underwater...With a paint brush.
