If its the reservior, it shouldn't matter. If you are filling the actual cylinder, you should start with it fully extended. If the whole system is "dry", try to bleed the air out of the lines(hopefully thru the pump) first. After its all installed, cycle it up and down a few times to make sure the air is out of the system and top off the reservior. Fish On Dude!

if it's an outboard, up all the way. if it's an I/O, you have to bleed it anyway so it won't matter.
