Water in oil 2001 90 hp 4 stroke outboard?

Question:
Runs good but has water in oil. Replaced head gasket. No warpage on head or engine. 1.5 hrs with new gasket and had a cup of water in oil sump. Good compression.
Need suggestions. Need help. Did a leak down test and all was ok except a little air between 2&3 cylinders.

it's called a "base" gasket in the business, or "adapter plate" gasket. to change it you have to lift the block from the exhaust housing.

the only thing my husband can think of is that there is bad O ring on an intake line or bad gasket between the water pump and the engine block.
He also suggest to call the manufacture and see if they can also help.
