You do not have the right to go and take the cargo of a boat that has gone aground. You can claim salvage if you have to do more than a simple tow. If you have to do things to keep it afloat, if it required pumping out.If you got it off the bottom. You have to declare your intentions to the owner and it goes to court. If you find an abandon boat or on the bottom you have to put in a salvage claim . Some states require if you are diving on a wreck, they get part of the haul.
