How do i drop the foot(lower unit) on a 7.5 merc boat motor?

when u remove all the bolts the foot will only drop down abt five or six inches this is an old motor abt 1965 mdl

most lower units will not come off unless the shifter is in the right gear. usually reverse. sometimes the waterpump will hang up also. try turning the prop by hand as you pull down on the unit and try different gears on the shifter
