don't think so !I think the nearest they will ever get is what they built for making the film. This was about a 90% scale and was in the biggest water stage in the world. The interior shots were obviously not in a complete ship.
Maybe "they" are preparing a "Titanic Museum" and rebuilding sections of the ship for that.

I wonder if you're thinking of the new Titanic museum up in Branson Missouri. It's housed in a replica of the actual ship, and has all the things you mentioned, such as the staircase, and stuff. I live about 100 miles south of there, but have not been up to see it yet.More Questions & Answers ...
