How do i get my boat warm up lever to hit higher rpm's?

ive recently overhauled my carbs, and i was wondering if i might of messed up my boat warm up lever because fully open it only hits 2000 rpm's. though out of the water with the engine muffs, it hits about 3000 rpms. i have a evinrude 48 spl. year 1989. any help fixing this problem would be greatly appreciated! all the throttle linkages is correct, could it be the throttle cable is just to stretched out? is it even possible to stretch out the throttle cables? or could it be the needle valves on the carb that needs to be adjusted? thanks!

the 'warm up lever', or the eutral throttle, is intended for just that. warm up. it is limited and not intended to rev up much more than around 2 or 3 k rpms. this is to prevent over revving of the engine. when in neutral or out the water, there is no resistance on the prop, this will mean the engine will redline very easily resulting in major damage to the engine and its components from over heating and over revving. id leave it well alone. its designed that way. it may have revved slightly higher before you messed with it, but it was would never go to full throttle. it is also a safety feature to prevent accidental gear selection at high Rpms, which will shatter your gearbox and quite likely send the prop shaft down to the bottom of the water..

mr. goodwrench is mistaken. the lever in question is nothing more than a manual throttle control. however, it can be adjusted at the engine by the trunion nut. 2000 r's is plenty for cold start. you need a hot foot if you want to rev up the engine in neutral. not recommended.

I agree with adjusting the cables make sure your carbs are synchronized with each other (meaning they open all the way at wot and are closed when throttled down)...NEVER run your engine out of the water at 3 grand! Yes the cables do stretch! If your engine idles fine and accelerates fine then carbs should be fine(for adj),did you replace the needle and seat? did you adj your floats,if this is correct then I would check your cables and synchronization.
