While seburnham’s answer is technically correct, a more tactful answer would be that as long as the cargo is no HAZMAT (hazardous material), the contents of any given shipment are considered confidential unless you are a member of law enforcement. Even then, local and state police are reluctant to visually inspect a load unless it is not sealed. The bills of lading are also considered confidential documents. They are meant to serve as an official document for legal purposes, but are not always accurate. If you are a member of customers (which I assume you are not) you can submit a request for inspection if you suspect contraband of any kind. If you are a member of the Department of Transportation (again, I assume you are not) then you can request to see the bills at any time. You will have a nice little stack of paperwork to complete if you choose to open the container and break a seal. Other than that, just some good old fashioned snooping will be your only other option. Be careful if you choose that option.
