Well, i work on a 82,000 t cruise ship - about 280 meters long and 33 meters wide.... a pretty big ship, and we have a stabiliser on each side (i gather the really big cruiseships have 2 on each side!)
to answer your question; it depends on a number of things...
Firstly the swell it'self - if the ship is crossing the atlantic in stormy weather for example the ship will still roll quite happily, but will normally be long slow rolls. this is because of the sheer size of the waves, in that the whole ship is 'sliding' down the wave so having 2 bits of steel sticking out of the side will not stop it rolling....tho it will be reduced, say about 40-50%
However in a storm in inshore waters the waves have not been given a chance to build up, so rather than the whole ship sliding down a wave, these waves just try to push the ship. with these waves the stabilisers will reduce over 90% of the roll.
Obviously, the bigger the ship that more stable it is in the water, and the greater the force needed to make it roll, so even without stabilisers big ships do not roll as badly as small ones.
Added to that it depends on how 'stable' the ship is... hmmm...not to get too complicated but check out a thing called 'GM'. a vessels GM (basically how stable it is) will determine on how it rolls...either very quickly and small or very slow and long.
As an aside, stabilisers only work to stop the ship rolling... if the ship is pitching the stabilisers will have 0% effect in stopping it.
Oh, and yes, having stabilisers out is obviously less efficient as they cause drag in the water slowing the ship, so whereas a few years ago cruiseships had them out all the time regardless of weather, in these times of very high fuel costs we only bring them out if the roll exceeds 2 to 3 degrees on either side

Very effective. The technology that is now built into cruise ships would blow you away if you saw all of it. The newer the ship, the better it will be in that regard.
