I'd stay well away from Hammerite - it lives on a traditional reputation and isn't really much good - and bloody expensive for what you get.
Remove any oxidation - (white, crusty, dusty stuff) with a wire brush - then go to a local paint retailer and get either a heavy duty enamel or acrylic paint - plus the recommended primer (Very important). Talk to the guy/girl behind the counter for advice too.
Rough up the old paint using around 200 grit sand paper and wash the surfaces to be painted with soapy water and thoroughly dry before starting to paint. Buy a good quality new brush and dry "paint" a brick wall with it for a couple of minutes to remove loose filaments. Follow the instructions on the paint tins closely, and you should get a good finish with good longlasting protection.

Id wash the surface with warm soapy water; let dry, scuff it with a scotchbrite pad and then spray the hammerite. You have to prep the surface properly before painting.
