I would say go to your local marina, but they might be closed during the winter. they usually have the best deals, though.Cruise the smaller lakes in your area and look for boats with green (mold or vegetation) growing on them. Find out who the owner is and make them an offer....
Find local storage yards. See when they are having lien-sales. They sell off boats that have been stored for a while without payment and then they file liens against the boat for non-payment.

I have a boat for sale. It is a mid50's 16' Glaston. The boat is in good condition. NO MOTOR, BATTERY, CELLS, OR ANYTHING ELSE LIKE THAT. It does have the bars for the cover on top, steering wheel, and a radio. The trailer tongue is twisted a little but I was able to tow it just fine with my Tahoe. And the tires don't hold air for more than a couple of days MAX. I am asking $300 obo for it. Email me and I will send you pics. I live in Kansas.
