We were grandfathered in on a houseboat 3 years ago & now they want to kick us out of the harbor. Is it legal?

Our Houseboat is stranded on a dock without water or power with our cats on board. Is it legal for them to do that? We are only able to access the boat from a small wooden rowboat and I'm handicapped.
