Things have just changed because of the security situation. In the past, a "Z" card was not required FOR A COOK becuse cooks were not considered a part of the crew... I know for a fact, this was the case in December 2006.

However, with all the latest homeland security measures... everyone on the boat now needs a passport and EVERYONE on a boat that operates 100 MILES or more off shore will now need a new (yet to be issued) ID card... check with the Coast Guard... the last I heard, the mechanism for getting one of these ID cards was not in place.
