Iron Out works on a lot of surfaces, but I have never used it on a painted surface, or on fiberglass. Check the label. You can get it at any store that sells household cleaning products. Once you do get it clean, see if you can replace the screw with one in brass or stainless steel. That way, you don't have to do this a couple times a year.WD 40 works on other materials but I can't say for certainty about fiberglass - should be OK tho .

go on Ebay and buy a product called FLITZ. It will take off the rust. Guaranteed, and not hurt the fibreglass.Take a look at this stuff (Rust Off), it looks like the best deal here. Also, if you can, replace the steel screw with a brass, stainless steel, or zinc plated steel screws. This preventative maintenance will save you this headache in the future.

FSR[fiberglass stain remover].you can find it at most marine supply stores[west marine for one]just apply and let sit for a couple of min.no scrubbing.Dinin Z had the best answer. You need to replace this item with brass or a HIGH quality stainless, preferably throughbolted. I have used barkeeper's friend for any blemishes. If the staining is deep, inside the gelcoat, you'll have to grind it out and reseal. Dinin Z is right however, the rust will return within one season if you don't replace the culprit, your compromized screw.
