my 90hp mercury is not starting i am sure it is not the starter is there a test i can run without a device to see if it is not working

no. to diagnose a switch box, you use elimination. you can test the stator, trigger, and the coils. if they are all good, it's the switch box. but first, disconnect the black/yellow wire from it and see if you get fire. if so, you have a shorted ignition switch or other ground problem.
