I would suggest that he is being a bit conservative, I have had a few RIB ( hard bottom, rubber sides ) of 12 ft which are certified for 30 hp, and handle it fine.

Depends very much whether it is a displacement craft or a planing one but look on the label on the transom where it will tell you if it is a newish boat. If it is a displacement craft about 3.5 hp will give you its hull speed. If a planing hull then about 7 hp would zoom it alongWally is asking a great deal of plates in the small boat world! And manufacturers would only advise the same as me: it all revolves around what you want to do with the boat, up to a maximum safe load.
But for sea work, a 10hp 4-stroke would be MORE than adequate. (Which are rated higher than 2-strokes, and, importantly - are quite a bit heavier). There are many such vessels operating quite safely in and out of strong tidal bases with less).
