Would a German submarine sink a ship without any flag (WWI,WWII)?

Question:
I read somewhere that any ship flying the British or any flag of their allies are liable to be sunk. But would the Germans sink an ocean liner that was not flying a flag? Did each country have it's own distinct style of Ocean liners?

They went by profiles more than flags. They would not trust flags because any flag could be flown if they new that the enemy was in the area. They were probably not close enough to see the flags most of the time.
