Does the boat have to be out of the water to change the water pump? I keep the boat in my boat dock and on a boat lift so I usually never have to take it out of the water. The nearist boat ramp is about a mile away.

NEGATIVE, tools, small parts, washers, bolts, etc will fall in the water, plus (as mentioned above) the lower unit is heavy, you'll be contacting a salvage team, to recover your lower unit from the bottom after you drop it in, you need the manual, and you MUST be out of the water.The boat doesen't need to be out of the water but the lower unit of the engine does. The water pump is usually located there. If your lift is high enough you can do it.

Tilt the engine up, pull it to shore, remove the retaining nuts etc and slide out the gear-case from the mid-section. You can then replace the impeller and gaskets etc, right on the spot. My advice is to purchase a complete re-build kit for the pump and replace everything...not just the impeller. Use thread lock or similar when replacing parts and coat the impeller with a thin layer of silicone grease.
