I want to build a submarine that I can actually go inside and control, powered either manually or with some kind of motor. What is the best and cheapest way to do this?

i would make it out of a large plastic sewer line pipe a really big one .
i would seal the end with a doom like cover that went over the outside of the tube.
i would make the window on the other end out of either thick glass or a plastic sky light.
i would use an electric motor from some old scooter and hook up a a longer shaft and put on a prop.
i would get some smaller plastic tubes to use as ballast tanks.
i would just go to a big plumbing store for the valves to work the tanks and to find means of sealing this thing.
i would use a scuba tank to supply air and i would have a second or third one to breath off of if in trouble.
i would use something like a rapid inflatable emergency rubber raft to bring it to the surface if it was to start to sink .
i mean the kind that blows up in a sec or two that rigged to the outside should be enough
i would test this in a swimming pool with sensible people who can swim and i would have this hooked up to ropes so they could pull it up.
i would not take it deeper then a swimming pool depth as testing that out in the open water is too dangerous.

While I admire your imagination and initiative, a home-made submarine would be a major project for a large company, not to mention one person. It would also potentiall be as dangerous to yourself as trying to launch yourself to the moon, as if you make a mistake underwater, you could be trapped in your own invention.There are a number of underwater vehicles available to Scuba Divers, you might consider getting a scuba certification and purchasing one of those instead.
