Make sure it is in neutral. A small amount of rotation is normal especially if the gear lube is cold. Don't run it in gear out of the water as the outer shaft seal will not be lubricated and will be damaged. (It's just plain dangerous to run a prop out of the water and there is no reason to do so.) If it is in neutral there should be no danger if it spins a little but it's always a good idea to keep clear just in case. Use caution anytime you work on running machinery but there is no reason to have to take the prop off. If you put the muffs on from the front, if they should slip they will most likely fall off without hitting the prop. Never run it dry even for a second as the impeller will be damaged. Only a fool would run an engine full throttle in neutral and only a stupid fool would run it in gear at full throttle out of the water.

NO, It should be taken off, then run with the hose, at least put it in neutral, it's safer to run the motor with the prop off, never run the prop with the ears on, if the ears slip, there goes the prop one way, and the ears go the other way at 5,500 RPM, NOT GOOD !

Yes, they all do that. I suppose do to the fact the drive rod is still turning (direct drive) it could cause the prop to turn slowly. It shouldn't have much torque on it, if any. But it is normal it don't spin underwater as the water itself will not allow it to turn. With the water ears on it, do not rev it to high, because there is no resistance on the motor, and you cause big problems. Thankyou for asking! If you are talking about the water making it turn, yes, as the water passes over the water pump (rubber, located on the drive rod) will cause the shaft (drive rod) to turn.
