Answers:
1) For all the other sarcastic remarks: You can "drive" a boat without being the pilot. Driving is simply slang for steering. For the other idiots here, don't worry their not totally right either. Piloting by definition is movement of a vessel with continuous reference to landmarks, aides to navigation, depth sounding, and radio navigation. Therefore you can "drive/steer" a boat while someone else pilots.
2) You'll need an Unlimited Tonnage, any oceans Masters license to operate the large ocean going ships like carnival, Disney, etc. which are in fact called "ships". Then you can seek employment from there. Possibly some of your navy sea time can carry over to qualify you to sit for the licensure class. Contact your regional USCG exam centers. (New Orleans, Memphis, Charleston, etc.) or any of the Sea school Marine Training facilities to find out how much sea time you'll need for the license you want.
Now if your looking to work a small dinner or sightseeing cruise you may just need a 100 or 500 ton masters. Still you'll need to know your sea time and take the course for those licenses.

Put a resume together and contact a few of the Captains of the ships you served on to be sure they will give you a good reference and then use them as references.Advantages and disadbantages of wholly owned and charter ship?
Send the resumes to the various cruise lines stating your preference as a helmsman, however you would consider other positions. You might have to start somewhere else on the ship until a helmsman position comes open.
