1982 and yes it can. Have you thought of the xtra weight of a battery and cost of starter and solenoid and charging system ? You can get another motor in that year with it installed, cheaper than you could convert that'n. The only advantage to an electric start is if you need to start it in a hurry, say in the river. If not, don't ruin a good thing.

Starter bracket itself for that model is around 500.00 plus the starter which will be around 300.00 and then the flywheel may have to be changed to allow the bendix of the starter to align to crank. Also a solenoid will have to be added and some sort of key/kill switch.
