power pack is a switch box - of which offers both low and high voltage ... this is how a small engine (size) can deliver high horsepower. Also it is most likely for a power pack to burn out on the high side first since an outboard runs 90% of its life on the high side or WOT (wide open throttle).

a typical 2 cycle o/b draws a mixture of gas and oil into the crankcase as the piston goes up in the cylinder. when its cranked over. as the piston comesback down the cylinder in compresses the mix in the cranckase which then forces it past transfer ports in the cylinder to the combustion chamber where it is ignited by the spark plug when the piston comes back up. as the piston travels down from the burning of the fuel the exhaust exits the exhaust port now uncovered by the piston. a power pack is probably another term for the ignition module
