That is a "1973" rope start and your service manual is #"90-68647" There is a lever on the left side of the motor as your facing the front of the motor, it has three positions. Pull it forward and you go forward. push it all the way back and you go in reverse. The position in between is neutral. Does it move ? Check and see if it has foot oil in the gear case it could be frozen. If I remember right it's got a 2 piece shift rod that is held together by a little bolt, 7/16 head ? It could be hidden behind a small access plate, or not, just follow the shift rod under the lever. If that bolt vibrates out, the shift rod just moves in and out of the socket and doesn't shift. Tighten the bolt.

what is best way to join three wires, for two wires i would strip 10mm insulation, solder and heat shrink?

clymer.com for the manual...about $35. pull the lower unit off the engine & see if it will shift by hand. if it does, pull the carb. and check the "gear" mechanism for the shifter. if it doesn't, i would junk it or try to find a used replacement. it's a fairly old motor... don't put much $ into it.
