To remove the scratches I would use 150 or as low a 120 you will need to ferther out the edges with 180, then 220 grit. for patching the holes I would patch them with fiberglass strips or cover it with an aluminum plate and then paint.

I wouldn't try to fill old dash holes. Cover them with a billet piece or make a wooden cover and cut out holes for new gauges. Attatch the new piece from the back so screws don't show.
