It depends on the year of the motor. First i would do a compression check, the cylinders should be within 10 percent of each other. If they are okay I would check the VRO "fuel oil pump" it could be over oiling. You might also try having the engine decarboned. You can do this yourself. Buy a can of Evinrude engine tuner with the hose adaptor, follow the directions on the can and see if that makes a difference.Bad gasket / poor seal.

More than likely it's the oil metering pump. This can be caused by an air leak in the fuel lines, a loose hose clamp, a bad anti syphon valve in your fuel tank, bad primer bulb or worst case, a leaky fuel diaphragm on the fuel side of the VRO. Also check for obstructed gas filters , kinks or just plain watered down gas. Something is leaning down the mix. Try using a portable tank and see if it doesn't run better.
