You can test it for shorts with an ohmmeter. There should be NO continuity between the case (ground) and the lead.

You can not test if for opens since a condenser is always open.

You can charge it up with a 12v battery, wait a while, then short between the lead and the case. There should be a healthy spark. This is only an indication that it’s good. (It takes a special tester to test for capacitance but it’s usually cost prohibitive for ignition condensers.)
