Before you go out on any boat especially the ocean,I would suggest taking some Coast Guard classes to familiarize your self with ALL the aspects of boating.(There is a lot of things involved with boating).

Definitely take a course, USPS POwer Squadron gives courses also. For the New York Harbor, Raritan Bay you need to know the rules. There is alot of traffic. There is alot of tide and currents to know about.Fog comes in suddenly.Atlantic Highlands is a nice marina and there are several others in the area.Registration should be in your state of residence, but some states require boats staying longer than 1 month to be registered there. We live in MD an NY, and have to keep the big boat MD registered.
On your travel plans, get some experience in the area first. Then there is the InterCoastal Waterway from NJ to FL.
We are on a sailboat, 6 knot max and it takes us 3 weeks to go 700 miles from Choptank River on the Chesapeake up through the C&D Canal, Deleware Bay, Atlantic around NJ to NYC up the Hudson, Erie Canal to Cayuga Lake, Ithaca.
