I am a fish farmer so have all sorts of engines from 2.5 horse to 80 horse. If you don't mind a bit more work eg. mixing oil/fuel More frequent services then 2stoke all the way. 4strokes are very temperamental in my experience. but my answer is 2stroke all the way on a 15hpPower does not always give way to sail , it is not as straight forward as that is it?
I wouls personally go for a 4 stroke. A 2 stroke requires a mixture of petrol and oil, which you have to mix before use where as a 4 stroke will take straight petrol. From an ease point of view 4 stroke wins.On my latest boat I have two 4-stoke outboards and would NEVER go back to a 2-stroke. The only advantage to a 2-stroke is the power to weight ratio. 4-strokes are slightly heavier but (1) no mixing of oil, (2) run much cleaner and (3) give much greater “mileage”. If you can find one with electronic fuel injection, even better.

Two stroke outboard engines are easy to start but have a higher maintenance requirement (Oil fuel mix needs to be correct, Spark plug life is shorter etc).Four stroke outboards can be a real pig to get started but when they are running they are fairly bullet proof, with no special requirements for the fuel.

15 horses is rather a lot of power. What hp is the inflatable rated for? There should be tag on the craft with that information. Too much power is a bad thing. It can kill you. 15hp is thirsty so thefuel carrier must be upwards of 6 imperial gallons? That is extra weight and it needs to be secured somehow.
Because of the poor emissions of 2 stroke engines some lakes ban them because of the pollution they put out. It's better for the environment if you get a 4 stroke. The real problem with the emissions is the high oil content that it sleeks into the water. For some reason fish like it, and it obviously kills them.
A 15 hp 4 stroke is gonna be a bit heavier than a 15 hp 2 stroke though.

a four stroke will be heavier on an inflatable, a two stroke is lighter, and has a higher H.P. to wt. ratio, it's only a 15 H.P. How much fuel are you going to have to mix ? a 6 gallon tank will run for two days on that little motor. I have an "05 50 H.P. two stroke, I purposely ordered it "WITHOUT" oil injection, I mix the gas and fuel myself, that way I KNOW IT'S IN THERE and I don't worry about the oil injection pump failing (it's a tiny little diaphram pump, your going to put your trust in THAT, out on the water) ?Has anybody heard of anybody taking a long sailing voyage in spite of having a terminal?
Since early this year (Jan. or Feb.) new 2stroke outboards are only available to professional users!(E.U.regs)So if you go for a 2stroke,it will have to be second hand.(or old stock)Follow up on ignition coil problems?
You still have to mix the two stroke and if you don`t get it right, you can mess up the engine. Go for 4 stroke it is ready mixed.You cannot buy a new 2-stroke engine. I don't think they are available to professional users either (as someone else suggests above).
