My boat is turnning over slow and i don't think it is the battery could it be the fuel line or filter?

It is the starter. Don't use starter fluid! It may be just the solenoid. It is an older boat and unless you have replaced all of the fuel lines, starter fluid could cause a fire. If the starter or solenoid is bad it could send the wrong spark. Replace the solenoid first and then the starter. If that does not work then have fuel lines replaced and carbs rebuilt or replaced. If it is the fuel lines or carbs then the spark plugs will be bad also.

If the motor is turning over slowly it not the fuel filter or fuel line. start by checking the battery, don't be fooled by your battery volt meter a battery can show 12 volts or better and still be bad. Batteries have to be load tested. load testing is done with a special meter that put a high amperage load that is calibrated to draw a certain number of amps with constant predictability. the amount of amps your battery can deliver will determine whether it's bad or not. now if the starter is bad it with draw more amperage than it suppose too. This can be found out by using the same tool used to check the battery, most of these meters have dual functions. So #1 check all battery cable connections,make sure there tight and clean, i do mean all connections not just the battery ones IE, starter, aux starter solenoid,and especially engine grounds #2 have the battery checked #3 Have your starter checked to see if it's bad or not. to start with,,,, check the bloody battery clean the terminals and battery posts and coat with petroleum jelly. next remove each lead from starter motor 1 (one) at a time clean and grease with petroleum jelly top up battery water (how old is the battery) put battery on a TRICKLE CHARGE for a MINIMUM of 24 hrs.
