Suzuki boat motors?

Question:
i have a 1990 suzuki 100 on my bass boat and my local boat repair shop screwed it up worse than when i took it in. it cuts out going across the lake and then it wont go over about 10 mph. i also have to give it throttle to start it even if i shut it off for even 1 minute after driving it for half and hour. it never used to do that until late season. i have $600 repair costs and got nothing accomplished. if anyone has any idea what could be wrong with it it would be appreciated. thanks
