for a British registered boat (small boat licence) you do not need a licence although recommended you do a course for your own safety with the RYA they do courses for sail and motor, if you are using an American boat you will have to get a US coastguard licence or equivalent.
Don't even try it without experience you put yourself at risk and the emergency services who will be trying to rescue you.

Not from UK you don't but you will need a Visa for yourself and crew and the boat needs registering on the small ships register which is about £15. You need a radio licence which I believe is now free and you need a radio operators certificate which you get by attending a days course. One of the best things about boats is the freedom to go anywhere. I would go via the Azores. I wouldn't want to go in a light boat or anything much under thirty feet
