They exhist. Check out deep sea oil drilling platforms. Saw a documentary about working on those platforms and all crewmembers had to practice this. Looked like one crazy ride.

Yep they are out there. Usually they are on the stern of a ship. They are at about a 45 deg angle. The crew would get inside and sit facing up and strap in tight. The coxswain would pull a lever and the boat would slide down the rails and out into the water from about 30 to 50 ft high. The lifeboat would almost go completely under the water and pop right back up. They used to test them for drills with the people in them but after some injuries they use weighted bags now.
