Not a lot of options in propeller size. If it doesn't slip at takeoff it's not the hub. What kind of boat do you have ? Just what is the size of your prop ? Is it a 9.5 dia. or a 10 ? Is the pitch a 7 or a 15 ?Provided you have the correct prop and it locks into gear properly, it sounds like the prop hub is failing. Even if it is new it could possibly have a defective hub. The prop hub is set in rubber to help absorb shock from impacts and could be slipping. Try a different prop and see if this corrects the problem.

Also, with the motor out of the water and not running of course, put it in gear and see if locks into gear (you will be able to turn the prop one way with a clicking sound but not the other way) - can you easily turn the prop? If it locks into gear does the prop easily turn but not the prop shaft? Then it for sure is the hub. A bad hub may have enough resistance to allow you to actually turn the whole engine over this way but just because it locks up and you can turn the engine over doesn't mean the hub is not bad.
If it does not lock into gear or slips in and out of lock then you have an internal problem.
