A non-displacement craft is a vessel that will plane up out of the water, ie jet skis, motor boats, etc. Even though they displace water at rest, when they arein motion, up on plane, their hull design allows them to rise out of the water, increasing their speed. Wing in ground refers to hydrofoil-type craft, using some type of hydrodynamic lifting device, or wing, to lift the hull from the surface, once again increasing the speed.
The other class in the regs are displacement craft. These vessels are not designed to rise when in motion,displacing the same amount of water whether at rest, or in motion.
