Isolate the leak to do this find out how the water is getting in. Then if possible plug the leak if in hull. If the leak is in the plumbing shut the shut off valve. I will assume you already have all your pumps going. Shut all water tight doors and close all vents. Tie your EPR to the lifeboat or raft and activate the EPR. Call coast guard and surrounding vessels by broadcasting a SOS. Put on your thermal suit it's very cold in the Atlantic this time of year. Also raid the galley for food and fresh water bring tin foods and a CAN OPENER!! If you still can't save the tug you are at least ready to abandon ship. I would suggest you get on the coast guard website and give them your position if you have no other way to contact them.

May I second the ping pong ball suggestion. You can also contact the Coast Guard and request their help. Just be sure you really are on a sinking boat. They have a very special place for people who joke about such things.

I do not beleive, that if your problem be true, that you have not checked the vitals on a tug boat, however, just for fun -.
Surely if you are running a tug, you should know this :
1 Check the stern gland. Is it dripping ? Replace it.
2 Is the hull intact ? If not have it out of the water for welding.
3 Is the bilge pump out of order ? If so chuck it & replace it.
