I have searched Chapman's Navigation and Piloting and other online sights and have found no signal of 3 long, 1 short and 1 long. Apparently they are signaling that they are coming into port and that in general ferries have the right of way. Chapman's said that in court, as well as on the water, that ferries have the right of way.
