Basically it is so that they can put them up again after the storm. If the wind overpowers the sails the boat could take on water. If the sails ripped they would not work until repaired. Most sailing ships are not designed to go faster than hull speed, any wind that would push them faster than hull speed would put incredible stress on the sails. To keep the boat under control. Too much sail area equals too much power. A sudden gust can topple ANY sailing boat/ship because you cannot react fast enough to match sudden change in force. For example.wind is 10 knots gust doubles to 20 knotsactual force QUADRUPLES.
Also if hull speed is exceeded in a displacement hull the boat's bow wave moves aft & creates effectively a big hole in the water, thus loss of displacement which means loss of flotation. Square riggers with their huge amount of sail area are particularly suseptible to this effect .The ships crew is not able to be on all sails at once to reduce sail area.
