it should go faster than 15 mph does the motor have clutches in it for difernt speeds. it seems to shift gears when I,m idleing down.

The engine has two gears, ahead and astern. The gears reduce the rpms down from the engine to a manageable rate at the shaft. Try trimming the engine up a little to get the bow out of the water.
