About new EVO Ix?

I was at a dealership the other day and there was an evo with 102 miles on it. I told the dealer why the price is the same as new and he said that a car is considered new until 400miles. WTF? is he serius? i thought that as soon as the car has 2 miles on it its considered used. no?
