A little over a year ago I lent a somewhat significant amount of money and held a car as "insurance of repayment". Well, here I am, without repayment and no idea where to find this @@@ person. I want to get rid of the car to at least make some amends for my financial loss. What do I do?

You can't. You need to get the other party to sign the title over to you and then title it to yourself before you can sell it. Without legal title, you can't even junk it.If you cannot reach the other party, you'll have to apply for an abandoned title. That will take some time as the state tries to contact the current owner and verify that they have no claim to the vehicle any more. It will also need to be inspected by the police -- VIN check mostly. If the current legal owner doesn't respond or if they release title to you then the state will issue a title in your name.
