Compared to the Dodge Stratus's with comparable mileage, this one seems to be already one of the cheaper priced...so what should I offer? I don't want to shoot to low, but don't want to shoot myself in the foot and offer to high either.

I would not make an initial offer, Stratus' are junk. They finish dead last in every comparison (magazines don't even bother testing them anymore) , depreciate quickly (this car is one year old and lost about $8000 in value) and are not reliable. Do not let this POS be the first car you buy. The Stratus was only recently redesigned, and the one you are looking at has not been changed all that much since it debuted in 2000 or so.

My calling it junk and a POS may be a little harsh, but you cannot ignore things like resale and reliability trends. The Stratus also has the rental car mystique about it. You can do better. Get a Honda or a Toyota. They will be older, but obviously hold their value much better. 5 yrs from now when you pay off the Dodge and it has some miles on it, you will be lucky to get $3000 in trade for it. A Honda or Toyota will be worth a good deal more. You also get a good deal more quality and refinement with the Honda or Toyota.
