It is decalared new until it's registered. However, when you go to get a loan on the car, banks may not use the invoice to determine the value but actually the book value. For instance, I have several 06 Nissans left, and if I was to determine a value, I would need to actually book the vehicle out or use 85% of invoice for it's collateral value.
