Here in NY we have a transferrable registration for cars of that vintage and older. My 1971 Triumph is like this - no title. The owner just signs the registration.

You'll have to get a notorized bill of sale instead, it's fairly common with old vehicles. It had a title, it's just lost now.

Not sure about your state but in N.H. we only need a title for 15 year old and newer vehicles.
